CHIEF MUNICIPAL FINANCIAL OFFICER (CMFO)

Under the direction of the Finance and Administration Committee works with the Borough Administrator in the preparation and administration of the municipal budgets.  Administers the financial controls necessary for the efficient functioning of the Borough’s fiscal affairs. The Borough experiences a healthy surplus with a affluent residential base, clean audit and a $20 million annual budget.

Requirements:

•    Strong interpersonal skills; the ability to work independently and as a team member in a busy office
•    Proficient in EDMUNDS GOVTECH (or a similar software), Microsoft Excel, Word, PowerPoint and Outlook
•    Strong verbal and written communication skills (position will require working with the public)
•    Excellent letter writing skills
•    Ability to manage and complete multiple tasks
•    Excellent organizational and time management skills
•    Excellent file management skills 
•    Ability to handle sensitive information with confidentiality
•    High school diploma or equivalent, associate or bachelor’s degree (Preferred)
•    Executive Financial Experience: 3-5 years (Preferred)
•    Not required, but a plus: Certified Municipal Tax Collector, Qualified Purchasing Agent, Certified Municipal Finance Officer (CMFO)
•    Oversees Payroll Process

 

Responsibilities:

Include but not limited to,
•    Assist the Governing Body with preparation of the annual budget.
•    Supervise the posting and maintenance of all books of original entry of all funds.
•    Compliance with NJSA 40A:2-1 et seq. (Local Bond Law), NJSA 40A:4-1 et seq. (Local Budget Law), NJSA 40A:5-1 et seq. (Fiscal Affairs Law), NJSA 40A:11-1 et seq. (Local Public Contracts Law) and NJAC 5:30 (Community Affairs).
•    Supervise the preparation of monthly reports of the Tax Collector.
•    Compliance with all Department of Community Affairs, Division of Local Government Services directives.
•    Compliance with Single Audit Requirements.
•    Development of Internal Control system to safeguard municipal assets.
•    Supervision of petty cash and/or change funds.
•    Assist Auditors with preparation of, and signing of Annual Financial Statement and Annual Debt Statements and Supplemental Debt Statements.
•    Coordination of bank reconciliations.
•    Maintains custody of all public funds.
•    Preparation of End-of-year fiscal report of all revenues and expenditures.
•    Supervision over the maintenance of separate accounts for all municipal budget appropriations.
•    Suggest recommendations for better management of municipal finances.
•    Oversee Purchasing and Accounts Payable.
•    Preparation of Monthly reports.
•    Assist Auditors during annual audit process.
•    Oversee staff of the Finance & Tax Departments.
•    Establishes and develops accepted purchasing methods and records in accord with prescribed laws, rules, regulations, standards, policies and procedures.
•    Develops and implements a centralized purchasing system including necessary procedures, form and files.
•    Oversees purchasing procedures and bill payments.
•    With assistance of using department, prepares bid specifications.
•    Review of submitted bids for content and after thorough analysis makes recommendations for acceptance or rejection of bids.
•    Preparation of purchase contracts.
•    Establishes and maintains needed records and files.

RUMSON POLICE DEPARTMENT
Part-Time Emergency Telecommunicator/Dispatcher

 

Applicants must meet the following eligibility requirements:

  • At least 18 years of age.

  • High School Diploma or GED.

  • Have a valid NJ Driver’s License.

  • Possess the ability to multitask under pressure and communicate clearly.

  • Ability to accurately and timely provide information to emergency responders.

  • Available for various day, night, and weekend shifts, as needed.

  • Must be knowledgeable with computers.

  • Must successfully complete training program.
