West River Road Project

Update: April 22, 2022


On or about Monday, April 25, 2022 improvements on West River Road will be restarting with Launcha Construction now that New Jersey American Water Company’s water main replacement project is substantially complete.


Please check the Rumson Police Department Facebook page and Nixle communication for regular traffic updates. Please note, New Jersey American Water's Contractors may still be actively working in Rumson to complete water service connections.


West River Road will remain open to local traffic throughout the duration of construction. Businesses will also remain open and accessible to the public.

 

Update: August 3, 2021


Thank you for your patience and cooperation as Lancha Construction advanced the first phase of improvements on West River Road. As of today, all but a small section of drainage pipe has been completed. The last segment of pipe will be installed once an unforeseen buried obstruction is relocated. This work will likely coincide with the water main replacement.


The water main replacement project will be completed by CRJ Contracting of Somerville, on behalf of New Jersey American Water Company. At this time, CRJ is slated to start on/or about August 16th. CRJ will have pipe crews in Rumson and Fair Haven simultaneously to complete work in both business districts. Road closures and detours will vary as different stages of the project advance.


Throughout construction, businesses along W River Road will remain open and accessible.

The water main replacement will take approximately one (1) month to install the main from Bingham Avenue to Third Street. The service connections and side street connections will take an additional month to complete.

We anticipate having Lancha Construction return to Rumson in mid-October to begin concrete curb, sidewalk, driveway aprons and handicap ramp improvements. This phase of work will extend into early December, weather permitting. As we get closer to the start date, notices will be distributed to affected properties.


The repaving of West River Road will be completed in Summer 2022 based on Monmouth County’s current road resurfacing projections. As the start date approaches, additional information will be made available.

 

Update: June 30, 2021


Lancha Construction has begun the installation of the new drainage system along the north side of West River Road. The construction activity associated with drainage installation will only impact the properties between the Victory Park Crew Site and Third Street. Traffic detours and road closures may vary as the work progresses. Please exercise caution within work zones and surrounding neighborhoods.


The next phase of construction on West River Road is being advanced by New Jersey American Water Company (NJAW). At this time, we do not have an updated schedule. Once the water main is replaced by NJAW, concrete curb and sidewalk replacement can commence. Please check back periodically. As additional project information becomes available, it will be posted.

 

Rumson Borough 2021 West River Road Project



The Borough of Rumson proposes the removal and replacement of concrete curbs, sidewalks, driveway aprons, and ADA accessible curb ramps along West River Road (County Route 10) from Third Street to Bingham Avenue. The scope of work is consistent with the prior phases of improvements completed on East River Road between Ridge Road and Bingham Avenue.


The plan is to generally replace what currently exists with upgrades in accordance with the Americans with Disability Act (ADA) accessibility standards. The Borough of Rumson was awarded multiple New Jersey Department of Transportation Municipal Aid grants to offset a majority of the project costs.


Monmouth County has committed to resurfacing West River Road after the Borough's project is complete. A paving schedule from Monmouth County has not been finalized at this time.


Lancha Construction was awarded the project based on their submission of the lowest, most responsive bid. The Borough has worked with Lancha Construction on other projects, most recently the Phase I & II improvements on East River Road. The work is currently scheduled to start on/or about Monday, June 14, 2021 with the installation of storm water drainage piping along the north curb line between Victory Park and Third Street. This phase of the project is anticipated to take four (4) weeks.


The next phase of the project is New Jersey American Water Company's (NJAW) replacement of the existing water main between Bingham Avenue and Harrison Street in Red Bank. NJAW has committed to complete the work which coincides with the Borough's project limits within a two (2) month timeframe. The balance of their project will be completed over several months.


After NJAW completes their phase of work, Lancha Construction will begin the replacement of curbs, sidewalks, driveway aprons, and ADA ramps.


During times of active construction, detours and full/partial road closures will be in place. Through traffic will be detoured around the project area with access for local traffic to residences and businesses maintained as safely as practical. Some full road closures will be required immediately where the Contractor is working, which may intermittently impact access to your home or business. All detours and closures will be coordinated with the Rumson Police Department.
